Shortcuts to (1) insert a new workspace, (2) reorder workspaces and (3) reposition floating windows.

Updated it so that the window-management/tiler shortcuts are disabled by default, and added toggle to enable via Settings Panel. The Settings panel also has the most basic functionality to modify the shortcuts. For this reason, i updated the key's of the schema-values values since they appear in dconf after they are modified. Disabling/destroying the tiler shortcut binds was moved to the TilerToggle class, since they can be disabled/enabled dynamically.
