Have you tested in ~/.local/share/gnome-shell/extensions to make sure that the locale works from that directory?

Yes, I have tested the locale. It's only required for the translation of 'Hibernate' which doesn't appear in the Shell. When I run the extension in a Spanish locale it displays 'Hibernar'.
