Sure (not sure why you call open_new_window() before killing the process, but ok ...)
That is because of the following issue: GNOME does not report PIDs of a running application if there are no visible top-level windows, see https://github.com/chrisss404/gnome-shell-ext-SkypeNotification/issues/40 Is there a better solution?
