Substitute Alt-Tab with a window based switcher that does not group by application. This extension is obsolete and unsupported since GNOME 3.32, see https://blogs.gnome.org/fmuellner/2018/10/11/the-future-of-alternatetab-and-why-you-need-not-worry/ for further details.
