Fixes to work correctly with "Hide Top Panel" extension. It uses a different approach to hide the panel than "Hide Top Bar", so this fix is needed. Also prepared for upcoming 3.12, works already with 3.11.5. It will probably also work for other 3.11.x versions after fixing metadata.json.
