Hi, What do you mean by controlling user reviews? If you mean in extension page, you can answer them with a comment.

Yes. At first, this extension is for an icon with a phrase on the button. Second, it is possible to make his thought come true with only double slash (//) to the extention.js. I have been seeing "How to chage the Activities button" in any,many forums. It is not unable it(show only icon) with my extension.

Yes, the extension name explains the behavior and; maybe adding that behavior is out of scope for the extension. but users are free to express their opinion after installing extensions. You can answer the reviews and comments in the extension page. Personally, when I see an out of scope feature request for my own extension, I simply say, it is out of scope and also recommend another extension if they exist. Deleting comments and reviews are not required for these kind of comments if it is polite and not rude.
