Jiggle is a Gnome Shell extension that highlights the cursor position when the mouse is moved rapidly.

FYI, GNOME didn't move Tweener. GNOME Shell replaced Tweener with tweener-like wrappers that use the more efficient implicit Clutter animations. The import you're using is from GJS.
